India improves second-strike capability

Iran is not the only country that is into s-names for missiles. On November 12 India tested a SRBM that was named Shourya / Shaurya (Valor). The surface-to-surface missile has a range of 600 km and is capable of carrying a one-ton conventional or nuclear warhead. According to the Ministry of Defense, one of the missile's main characteristics is its high maneuverability which makes it less vulnerable to available anti-missile defense systems.

The missile is silo-based. The Times of India touts the Shourya as a significant step towards boosting India’s second-strike capabilities. However, it also acknowledges the current limits:

Defence scientists admit that given Shaurya's limited range at present, either the silos will have to be constructed closer to India's borders or longer-range canisterised missiles will have to be developed.
DRDO expects the missile to become fully operational in two to three years.
Initially there was some confusion because an official reported that the tested missile was a nuclear-capable 700km-range SLBM K-15 Sagarika missile. This information was later on refuted by DRDO sources.

Aftermath of the Agni-III test

On February 26 India tested its nuclear-capable Sagarika missile. As you might remember, the SLBM had to be fired from a submerged pontoon because currently India does not possess a submarine that is capable of launching these missiles. On Monday, more than two months after the test, the Defence Research and Development Organisation (DRDO) said it had successfully acquired the technology to launch missiles from the ocean depths, becoming the world's fifth country to do so. It is not clear why this announcement was made now. Certainly shyness or humbleness are not the reasons. Directly after test, a Defense Ministry’s spokesperson had already confirmed the success. However, according to DRDO the performance of the missile system was "far higher" than the requirement specified by the navy. "It has already been accepted by the user and is presently under [production] for induction into the services.”

Buoyed by this success New Delhi pursues a very ambitious missile program. V.K. Saraswat, Chief Controller (R&D) of the DRDO was quoted recently confirming that “India will test indigenously built Agni [V] ballistic missile with a strike range of more than 5000 km in 2009.” Other sources refer to Avinash Chander, Project Director of Agni-III, who allegedly said that scientists were awaiting the government nod for carrying out the first test flight of a missile with 5000 km ranges which could be anytime by this year-end. The missile is expected to contain a third stage booster rocket powered by solid fuel propellant.

Once again the nomenclature: it seems India will leapfrog from the Agni-III to the Agni-V, which will be the 5,000+ km version. That means that Agni-III+ and Agni-IV were rather “working titles”. Unless I find any convincing sources that will indicate otherwise, I will from now on use this terminology and change the names accordingly to Agni-V.

India is not only working on the Agni family. The Hindu reported last Friday that DRDO is developing a hypersonic missile that could double up as a long-range cruise missile titled HSTDV (hypersonic technology demonstrator vehicle). The newspaper quotes Dr. Saraswat:

“The HSTDV project, through which we want to demonstrate the performance of a scram-jet engine at an altitude of 15 km to 20 km, is on. Under this project, we are developing a hypersonic vehicle that will be powered by a scram-jet engine. This is dual-use technology, which when developed, will have multiple civilian applications. It can be used for launching satellites at low cost. It will also be available for long-range cruise missiles of the future.”
Another project also picks up steam: Avinash Chander said that the Astra, India’s first beyond-visual range air-to-air missile, which could engage and destroy maneuvering aerial targets, was now under development.

India successfully tests its first SLBM

India launched on February 26 a nuclear-capable SLBM off of its southeast coast near the port city of Visakhapatnam, which is home to the navy's Eastern Fleet. The test of the indigenously-developed SLBM with the designation Sagarika (K-15) was announced earlier this month. The nuclear-capable missile has a range of 700km and can carry a 500kg payload.

“This missile is a variant of the Dhanush and an advanced clone of Prithvi's naval version. The difference is that it can only be launched from a submarine,” a source at the Integrated Test Range (ITR) said.

The Sagarika is designed to be integrated with a nuclear-powered submarine that India is building and that is expected to be ready for sea trials by 2009. Since the Indian Navy does not have yet a submarine capable of firing an SLBM, the missile was launched from an underwater platform positioned 50 meters deep in the sea.

Developed by the Defence Research and Development Organization, the missile has at least twice been test-fired but without success as its trajectory deviated while in flight on both occasions. Other sources refer to six previous tests.

A defense ministry spokesperson said that “[t]he test was successful. We are waiting [for] further details.” Once the weapon is deployed, India would join the few other nations – namely United States, Russia, China, and France – capable of firing ballistic missiles from air, sea and land.

Soon after the test, Pakistan’s Chief of the Naval Staff Admiral Muhammad Afzal Tahir warned that the test “is going to start a new arms race in the region”. So far Pakistan possesses in addition to its various land-based ballistic missiles the Babur cruise missile that can be fired from warships, submarines and fighter jets and the Ra'ad ALCM which was tested on August 25, 2007.
