Missile defense race in the Persian Gulf

The United States shifted gears in its efforts to upgrade its current defenses against possible Iranian missile attacks in the Persian Gulf. General Petraeus said the United States was now keeping Aegis cruisers on patrol in the Persian Gulf at all times in order to shoot down medium-range Iranian missiles.

A second line of defense is formed by the deployment of antimissile systems in at least four Arab countries on the Arabian Peninsula, according to administration and military officials. The U.S. deployments include PAC-3 systems, which would be used against short-range missiles.

Military officials said that the countries that accepted the defense systems were Qatar, the United Arab Emirates, Bahrain and Kuwait. They said the Kuwaitis had agreed to take the defensive weapons to supplement older, less capable models it has had for years. Saudi Arabia and Israel have long had similar equipment of their own.
The cooperation does not stop at the delivry of missile defense hardware. Lieutenant General Mike Hostage, commander of US Air Force Central Command, stated recently that the U.S. would be sharing early-warning missile launch intelligence with the Gulf Cooperation Council countries, which is formed by the five abovementioned Arab countries: UAE, Kuwait, Bahrain, Saudi Arabia, Oman, and Qatar.

Several reaons are being provided for the deployment of the anti-missile systems:

Firstly, the systems are intended to act as a buffer against potential Iranian retaliation to new economic penalties related to its atomic activities and as an answer to growing perceptions that Tehran is the region's ascendant military power.

The second stated goal is to prevent a nuclear arms race in the region. If the Arab states are reassured that they are protected from a potential Iranian aggression, they do not feel they have to go nuclear themselves.

Thirdly, the same argument but a different angle: The U.S. is furthermore trying to show Israel that there is no immediate need for military strikes against Iranian nuclear and missile facilities, according to administration officials who spoke on the condition of anonymity.

However, the build-up, which is touted by U.S. officals as a strictly defensive action, is a sword that cuts both ways. One can also take a different approach:
[Assuring Israel] and Gulf states Bahrain, Kuwait, Qatar and Saudi Arabia which host U.S. infantry, air and naval forces that they are invulnerable to retaliation after attacks on Iran is to increase the risk of unprovoked Israeli and U.S. assaults.
Yeah, yeah: if you have the shield, it is easier to use the sword…

Naturally, Teheran has – or pretends to have – a different viewpoint than the United States: "[Washington does not] want to see good and growing relations between Iran and its neighbors in the Persian Gulf and thus started a psychological war," Major General Hassan Firouzabadi, the chief of staff of Iran's armed forces, was quoted.

But do not expect to catch the competition napping. The Iranian ambassador in Moscow has meanwhile said that Russia has assured Iran that it still intends to deliver long-range S-300 air-defense missiles. A top Russian arms trade official recently signaled the delivery may go ahead in spite of strong Israeli and U.S. objections.

In short, we can see a situation that is only too familiar: the arms race is on and everybody has only peaceful thoughts.

Iranian Missiles and U.S. Missile Defense

The Washington Institute invited Uzi Rubin and Michael Elleman to address a special Policy Forum luncheon on November 2, 2009, discussing the question of how do U.S. missile defense capabilities match up to Iran's growing missile arsenal. The meeting was recorded and you can listen to it here. Make sure to also download the pdf-ed slides to which Uzi Rubin refers during his presentation.

In the presentation reference is made to the launch of the Iranian sputnik, the 25 kg satellite Omid 1 launched in February. One of the presenters also mentions that Iran is set to launch second satellite soon, which is expected to be significantly heavier than the first one. DEBKAfile posted some information on this yesterday.

Unfortunatly the Missile Monitor will remain quasi dormant for the next weeks. Work is killing me and leaves me no time for blogging. Sorry about that.

Israels three levels of missile defense

The first level, the so-called Iron Dome, is expected to be able to intercept rockets with a range from four kilometers to 70 kilometers like the Kassam and Katyusha rockets fired from the Gaza Strip or from south Lebanon. Israel has successfully tested its anti-rocket level of the defense system. An official statement announced that the tests occurred around July 15 and destroyed an unspecified number of incoming rockets. The previous tests which were conducted at the end of March were equally successful. More tests are expected in the next few months before the defense system is deployed in southern Israel to counteract rockets fired by Palestinian militants based in the Hamas-ruled Gaza Strip. Israel Air Force Commander Major General Ido Nehushtan said that the system would be operational and deployed in 2010.

General Nehushtan also said that the second level of Israel’s missile defense system, the David’s Sling, would be operational within four years. David’s Sling is intended to intercept medium-range rockets.

The third and final level of the missile defense system, the Arrow 3 would be declared operational shortly afterwards. The Arrow-3 is an advanced version of the current long-range system in operation by the Israeli Air Force:

The Arrow-3 exoatmospheric interceptor includes a two stage interceptor based on hit-to-kill technology. Its compact design, outstanding maneuverability, and divert capability serve to enhance its effectiveness against all types of Theater Ballistic Missiles (TBMs) and warheads. The Arrow-3 also includes a state-of-the-art long range acquisition high resolution EO sensor and has a low life cycle cost (LCC).
While the Arrow-3 are still dreams of the future, Israel plans in coming days to launch an Arrow-2 missile interceptor off the California coast. The Israeli air force as of April had conducted 17 tests of the improved Arrow-2 system. The current exercise would be the first Arrow-2 test to target a mock enemy missile capable of traveling 1,000 km. The test launch will simulate the interception of Iranian ballistic missiles, including the Shahab-3 and the Sajil missiles, as well as more advanced missiles Iran has yet to finish developing.

Canvassing or breaktrough?

On Wednesday, May 20, Iran tested its new Sajil-2 MRBM. Teheran touts the missile to be an "advanced technology" missile capable of hitting Israel and U.S. bases in the Gulf. If the assumptions are true that the Sajil-2 has a range of 2,000km, the missile would indeed easily bring these targets into range.

An unnamed U.S. government official said that the Sajil-2 is the longest-range solid-propellant missile Iran has launched so far, raising concerns about the sophistication of Tehran's missile program. Many analysts said the launch of the solid-fuel Sajil-2 was significant because such missiles are more accurate than liquid fuel missiles of similar range, such as Iran's Shahab-3. The Sajil-2 differs from the Sajil which was tested last in November 2008 because it "is equipped with a new navigation system as well as precise and sophisticated sensors," according to Iran's official news agency. U.S. missile tracking systems have confirmed the Sajil-2's precision and other advanced capabilities. Until now, the Americans and Israelis were confident that insurmountable technical difficulties prevented Iran's missile industry from achieving an accurate guidance system but this assumption was nullified by the Sajil-2 launch.

It seems that Iran got a little help from some friends: Israeli security analysts stated that the missile is similar to a model used by Pakistan, suggesting that Islamabad might be assisting Tehran in its weapons program.

However, Charles Vick, a senior technical analyst for GlobalSecurity.org, is "not all that impressed" by the test. "It's just another test that confirms they've got the system that was operational last summer.

The Time writes that Iran's missile test may have less to do with advancing its military capability than with getting a last word in on Monday's conversation between President Barack Obama and Israel's Prime Minister Benjamin Netanyahu. Besides that it is also a form of canvassing of the Iranian President Mahmoud Ahmadinejad who is on the election campaign trail.

Quite timely, the East-West Institute published a joint U.S.-Russian threat assessment on Iran’s nuclear and ballistic missile capabilities. Make sure to take a look at Martin Senn’s Arms Control Blog to get the content in a nutshell. At the same time, the Jerusalem Post came up with its own assessments how many missiles Iran has and will have in the near future: Iran is about to mass produce long-range missiles.

This of course has to be taken with a big grain of salt... like almost every piece of news from the Middle East.

Missile Alliteration

Iran tested on November 10 a new (allegedly) domestically-designed and manufactured missile. So far, no further details have been disclosed but the name: Samen.

It seems that Iran is not only the wonderland of missile developments but that it also has a favor for S-missiles: AFP reported that Teheran test-fired two days later, on November 12, a new generation of ground-to-ground missile that was named Sajil (some sources also spell it Sejil). Little official statements are available about the missile’s specifics. The Iranian Defence Minister only mentioned that it is a two-stage missile that runs on solid fuel and has a range of 2,000 km. Iranian state television showed footage of a missile similar in size to the medium-range Shahab-3 being fired. Jane’s reported:

However, the Sajil's diameter appears greater than the 1.25 m of the Shahab. Intelligence sources consider the Sajil to be a new name for Iran's Ashura MRBM, which failed to deploy its second stage in an unsuccessful launch in November 2007.
The following video shows that Iranian experts are either not only good in photoshoping but also in video-editing or that the missile indeed lifted off.

The Asterixian wars

It is great to see that not only cartoons depict reality, sometimes it is also the other way round: I just felt reminded of the "Asterixian Wars". At the end of ‘Asterix and the Goths’ all clans of the Goths are allied with each other in various opaque configurations and they also fight each other. It is a huge mess and nobody knows who started it.

One can get a similar impression from the current debate about the use or nonsense of the current missile deployments and defense systems by reading the headlines of the recent days. NATO is concerned over Russia’s missile plan to station Iskander missiles in Kaliningrad. Russia picks up this ‘blame your eastern neighbor’-game: Lavrov expressed his worries over Asian missile programs. One of his addressees – China – strikes back by announcing that global missile defense systems do not aid world stability. Moscow takes the same line by calling the alleged Iranian missile threat a ‘fairy tale’. At the same time Russia made the tremendously generous offer that it would not rush to deploy its tactical missiles near the Polish border if Washington scrapped plans to station a missile shield in east Europe (oddly enough Reuters speaks of ’a softer stand’). It should come to no surprise that the U.S. rejected these proposals. A MDA spokesperson counters that the Russians know that the missile shield is no threat.
So who was blamed by whom and why? Let’s hope this mess finds a different end that that in the Asterix cartoon.

one more catch-up

Excellencies,

here comes the last part of my latest attempt to catch up with the events of the recent days. After this post I can leave the fast-forward mode and switch back to normal blogging speed with more substance in the entries. But first, the last catch-up:

Japan is planning a ballistic missile defense test in cooperation with the United States in mid-November, a Defense Ministry spokesperson said. He continued that the Japanese navy personnel aboard the newly upgraded destroyer Chokai will use an SM-3 missile to try to shoot down a dummy ballistic missile in space over the Pacific near Hawaii. A few days ago Japan succeeded in using a PAC-3 land-based anti-ballistic missile interceptor to intercept a dummy missile at White Sands, New Mexico.

Meanwhile the United States is looking to bolster its own PAC-3 capabilities. Early next year, the Missile Defense Agency plans to begin testing its new longer-range interceptor for the PAC-3. The Missile Segment Enhancement (MSE) is designed to double the range of today's PAC-3 interceptor. The new type is also supposed to engage targets at a higher altitude than it is possible today, projecting potential fallout from an intercept farther from forces on the ground or population centers. The MSE-producing company Lockheed Martin is currently also designing MSE variants for an air-launch boost-phase interceptor and a sea-based hit-to-kill terminal defense system.

USA Today has more on missile defense:

Congressional negotiators agreed Wednesday to allow some funding for construction next year on a site for missile defense interceptors in Poland but sharply reduced the Bush administration's request. […] The bill would cut the administration's 2009 funding request for the European project by almost $246 million out of $712 million. It would also cut the request for construction of the Polish site by $90 million out a total of about $133 million.
NTI reported earlier this week that the U.S. plans to tap deactivated Minuteman III missiles for tests:
The United States plans to use 50 decommissioned Minuteman III ICBMs in periodic tests aimed at lengthening the life of the remaining 450 nuclear-tipped weapons. […] The missiles would be modified and used in reliability tests that could extend the life of the operational missiles by 12 years, from 2018 to 2030.
The IAEA has shown documents and photographs suggesting that Iran secretly tried to modify a missile cone to carry a nuclear bomb, diplomats said. These are a new proof indicating that Iran tried to refit the long-distance Shahab-3 missile to carry a nuclear payload.

India’s progress in missile development is also worth dropping some lines: The Indian government has cleared the indigenous Agni-III ballistic missile for induction into the defense forces, Defense Ministry sources said. They continued that the production of the missile would begin at state-owned Bharat Dynamics. This deviates from DRDO statements made after the last test in May according to which said that two more tests would be required to prove the missile’s robustness.

It is reported further that Indian scientists are now developing an intercontinental ballistic missile with a range of more than 5,000 kilometers that is expected to be tested early next year. A couple of days ago India reported its progress in extending the range of its missiles by 40% which would boost the Agni-III to a range of roughly 5,000km. However, it can be expected that the Agni-V ICBM will be tested. This would confirm earlier announcements and also this article in The Hindu.

Turkey fostered its military ties with Russia. The country decided to buy 80 Kornet E (NATO designation: AT-14) laser-guided anti-tank missile systems in a $70 million deal that is Moscow's first arms sale to the NATO member in 11 years, according to a senior Russian defense industry source.

more leftovers

Here comes the second part of the catch-up of the events of the short blogging hiatus.
On the beginning of the month, Iran denied it had bought Russia's advanced S-300 anti-aircraft missile system. Israeli experts warned that Iran could receive such a system by the end of 2008 while U.S. officials do not expect it to happen that early. However, another news piece that came up on the very same day clearly indicates that these two countries perceive Iran as a major threat: Jane’s announced that the U.S. will provide Israel with aid to face a range of emerging threats, especially long-range guided missiles from Iran or Syria. U.S. aid to the Arrow 3 program is currently planned to include US$750 million until the system 2013, when the system is expected to become operational.

There are also some news regarding the cooperation with another partner – or one might say it is pay-day. The first cash to fund Czech research stemming from Prague's agreement to host part of a US anti-missile shield should be sent by month's end, a Czech scientist told the CTK news agency in early September. US experts are at the moment sifting through a shortlist of eight projects from publicly funded research institutions and private firms in such fields as robotics, laser technology, medicine, radio-location technology, nano science and special crystals, the news agency said.

The Russian attitude towards the Polish interceptor base is well known. Moscow already floated ideas to base Iskander missiles in Belarus and Kaliningrad and target them in direction of Poland. Now this threat reached a higher level. Russia is contemplating to aim its ICBMs at the U.S. missile defense shield in Europe. The missile defense facilities in Poland and the Czech Republic and other similar facilities in the future could "be designated as targets for our ICBMs," said the commander of Russia's Strategic Missile Forces Col. Gen. Nikolai Solovtsov.

Should the Czech parliament reject the two agreements in the final reading in December, there might be another option for the United States to pursue: Romania wants to host a missile defense system to defend the European Union against missile attack, Romanian Defense Minister Teodor Melescanu stated. However, Romania’s offer was put strictly into a NATO-context. “In our opinion,” Melescanu said, “it would be better for the EU countries to have their own defense system”.

The Times of India reported that Bangladesh is all set to build its own missile arsenal. The caretaker government in Dhaka is in the process of clinching a deal with an integrated European company MBDA for buying OTOMAT MK-II surface-to-air missiles and five launch systems. These missiles can carry a payload of 210 kg and can hit targets 180 km away. Bangladesh conducted its maiden missile test on conducted on May 12 when it successfully test-fired land attack anti-ship cruise missile C-802A, which is a modified version of Chinese Ying Ji-802.

Indian scientists have developed path-breaking technology that has the potential to increase the range of missiles by at least 40%. This would boost the Agni-III missile to a range of 4,900km. The enhanced range is made possible by adding a special-purpose coating of chromium metal to the blunt nose cone of missiles and launch vehicles.

Catch me if you can - part 2

The potpourri continues:

Russia is planning to install Iskander missiles in Syria and its Baltic enclave of Kaliningrad, in a response to United States missile interceptors in Poland and U.S.-Israeli military aid to Georgia, an Israeli news agency reported on Monday. Russia is furthermore reported to plan arming warships, submarines and long-range bombers in the Baltic and Middle East with nuclear warheads. Israeli Foreign Minister Tzipi Livni spoke out against the deployment of Russian missiles on Syrian territory. Admitting that Russia has “its own interests” in the Middle East, Livni added however that “no one has an interest in destabilizing the region.”

Ukraine is ready to cooperate with West on missile defense after Russia abrogated of an agreement with Ukraine on early warning and space monitoring systems in February.

Israel and the US have agreed to deploy a high- powered, early-warning missile radar in Israel. The radar will be manned by US-personnel and will be linked to a US satellite-based alert network. The new system will more than double Israel's early- warning system to 2,000 kilometers.

A National Research Council blue-ribbon panel of defense experts is recommending development and testing of a conventional warhead for submarine-launched intercontinental Trident missiles to give the president an alternative to using nuclear weapons for a prompt strike anywhere in the world. The panel recognized that the launch of a conventional SLBM could not be distinguished from a nuclear one and suggested several ways to mitigate it, but in the end it concluded that the benefits outweighed the risks. Conventional SLBM were described as "attractive in the near term".

The disarmament spokesman of the German co-governing Social Democratic Party (SPD) Rolf Muetzenich said the signing of the American GMD deal in Warsaw will further heat up the arms race. He urged to step up efforts to promote disarmament and arms control, if the US missile shield were to become a fixed component of American security policy. "Otherwise this could lead to military threats which could even go beyond the Cold War," the lawmaker stressed.

Great Prophets, hedgehogs and Photoshop

Iran has sent a Great Prophet into battle. In its military exercises dubbed Payambar-e Azam 3 (Great Prophet 3), the Iranian Revolutionary Guard Corps test-fired on Wednesday, July 9, several missiles, in between the Shahab-3. The missile was equipped with a one-ton conventional warhead.

The tests occurred at a time of increased tension between Iran and Israel over Tehran's disputed nuclear program. The Iranian government contributed to the stand-off by stressing that the Shahab-3 is capable of reaching Israel. The Shahab-3 has a range of 2,000 km and parts of western Iran are within 1,050 km of Tel Aviv. One expert said that the general range of the Shahab-3 is 1,300 km. It is possible to extend it to 2,000 km but only in combination with a warhead that is much lighter than one ton. This lead to the comment: "This is typical of Iran to exaggerate the accomplishments of the missiles and its nuclear program."

According to a report by the Iranian television there might have been two Shahabs lifting off within seconds of each other. Historically, there have always been single launches.



The Shahab was not the only missile that was launched on Tuesday. The Chinese news agency Xinhua reports:

Nine highly advanced missiles with improved accuracy were simultaneously tested, including the Zelzal and Fateh missiles with ranges of 400 km and 170 km respectively.
It seems that Iran tried to increase its deterrence potential by making use of state of the art technology: Photoshop! A misleading photo of four missiles being launched at once during the test, instead of the correct three, made its way to the front pages of several major newspapers. The four-missile image was obtained from the website of Sepah News, the media arm of the Iranian Revolutionary Guards. Mark Fitzpatrick of the International Institute for Strategic Studies said that Iran doctored the photo to cover up what apparently was a misfiring of one of the missiles.


Today, on July 10, a second test launch was carried out during the night hours.

This second test raised some concerns. Wallace Witkowski wrote for the Market Watch:
A senior U.S. military official disputed reports that Iran carried out a second day of new missile tests on Thursday, according to CNN. The unnamed source told CNN the U.S. believes Iran fired seven short- to medium-range missiles on Wednesday, and that a missile that was fired the following day was one that had failed on launch on Wednesday.
This analysis does not provide any information about the deviation in the total number of launched missiles. Seven missiles yesterday and one latecomer today do not sum up to nine.
Meanwhile rumors spread that there will be a third test. There has been no information to substantiate these rumors.

In addition to the demonstration of military might the maneuvers was – naturally – paired with verbal flexing of muscles. Iran blamed the United States’ and Israel’s warmongering behavior and the stressed that the aim of the war games was to demonstrate "just how strong-willed the Islamic Republic is in defending its sovereignty against any challenges”. The first test came one day after a senior Iranian official warned of an immediate retaliation should Israel or the US attack the country.

The New York Times wrote:
Some saw the tests as essentially deterrent in nature. A senior American intelligence official said the missile tests, together with belligerent comments by Iranian officials, seemed part of a strategy to warn Iran’s neighbors of its “capacity to inflict pain.”
According to this official Iran pursues a hedgehog strategy: mess with me and you’ll get stuck.
The United States said on Wednesday Iran should immediately halt development of ballistic missiles and stop conducting tests if it wanted to gain the trust of the world. This would doubtlessly be a wonderful thing to achieve. But this call contains a major flaw: when will the United States learn that it is not possible to set the desired end-result as a precondition for negotiations? We have the same problem in the nuclear field where the ceasing of enrichment activities was made a precondition for talks. But it is the P5+1 who wants to talk to Iran not the other way round.

As long as we can see examples of Photoshop-skills of Iranian officials and strange weight-range combinations of Iranian missile marvels there is still time to calm down, stop the blame-game and start discussing.

"Shield the skies from rocket attacks, now and tomorrow"

"Shield the skies from rocket attacks, now and tomorrow" - that is the slogan that is used to advertise the Iron Dome. The "now" is used vaguely because the latest test of this missile defense system experienced some delays. However, on this Sunday morning the test was conducted. Some commentators were all but modest and wrote that the system passed the test with flying colors. AFP writes that the Iron Dome will not only be able to intercept the military-grade Katyusha rockets used by Lebanon's Hezbollah militia and the cruder Qassam rockets favored by Hamas but that the system will also be effective against mortar fire which has a much smaller window of warning. It was previously believed the system would be ineffective against mortar attacks since mortar shells hit targets within 10 seconds. In contrast to that, Qassams can sometimes reach their target within 20 seconds.

According to a scheme prepared by the Israeli arms manufacturer Rafael Advanced Defence Systems, who is under contract to produce the Iron Dome, the small kinetic missile interceptor called Tamir will be launched just one second after the rocket itself is fired.


This information stands in stark contrast to what DEBKAfile writes. According to their information the Iron Dome’s interceptor needs 15 seconds to locate, determine the flight path. The glossy Iron Dome two-page brochure is not as precise as the scheme:

The system uses a unique interceptor with a special warhead that detonates any target in the air within seconds.
The Iron Dome system is expected to be fully operational within a year. Meanwhile others already speculate how many missiles will be launched during a potential next war. Major General Ben Eliahu, who was the commander of the Israel Air Force from 1996 to 2000, estimates that in the next war, Syria and Iran might launch between 250 and 300 SRBMs / MRBMs at Israel (Shahab and Scud missiles) and another 5,000 short-range rockets (mainly from Lebanon). The Times specified this information by reporting that Iran has moved ballistic missiles into launch positions, with Israel’s Dimona nuclear plant among the possible targets.

In comparison with Israel’s war with Hezbollah in 2006, the predicted number of missiles is significantly higher. Two years ago Israel came under sustained attack; more than 4,000 Katyusha rockets were launched at northern Israel in 34 days, sending hundreds of thousands of residents fleeing south.

THAAD test and the necessity of the Eastern European GMD bases

The United States successfully conducted an interceptor test of their Terminal High Altitude Area Defense (THAAD) system. In contrast to the Patriot system, which was tested earlier this month, the THAAD is not designed to hit the incoming warheads just before impact but operates on a longer range. It acts as the upper tier of a basic two-tiered defense against ballistic missiles that intercepts missiles during late mid-course or final stage flight.

The test on Wednesday was brought closer to real-life situations than it was the case during earlier launches:

To add realism to the test, personnel operating the THAAD system were not told when the target would be launched. They also for the first time used a semiautomatic mode to manually fire on the warhead.

Six minutes after the simulated missile launch, the mobile THAAD firing battery fired an interceptor from the Pacific Missile Range Facility near the island of Kauai. The interceptor successfully locked onto the target, traced its path and performed a “hit-to-kill” interception, destroying the mock missile with the force of its impact.

Maybe the need to get THAAD closer to real-life situation will increase even more. The Aviation Week writes that Capitol Hill denizens are increasingly debating whether the U.S. Missile Defense Agency (MDA) should alter its research and spending priorities to better address more immediate concerns than defending against a long-range strike. According to these plans theater-based missile defenses provided by the THAAD and Aegis Ballistic Missile Defense (BMD) systems would be emphasized while the ground-based midcourse defense in Europe would be de-emphasized.

Speaking of GMD: I had the chance to attend a very interesting two-day conference titled “Missile Defense, Russia and the Middle East – Coping with Transatlantic Divergence – Exploring Common Solutions” organized by the Peace Research Institute Frankfurt. During the presentations one especially interesting point was made: according to non-quotable sources, MDA officials acknowledged that their GMD radar in Adak, Alaska, could deal with a hypothetical Iranian ICBM-threat! A certain upgrade would be necessary but no insurmountable obstacles exist. In other words: the radar base the United States hopes to set up in Brdy, Czech Republic is NOT necessary to track missiles that Iran might fly in some distant future across the Big Pond. So the question arises why does the United States insist on the construction of the base? Coincidentally, the next conference speaker used a map depicting five Russian missile bases that are in range of the interceptors that are planned to be based in Poland (or Lithuania)… Is the roaring Russian bear in the end right with its concerns that the European bases are intended to keep Russia in check?

We will have some time to gather more information on this issue. The NTI Newswire reported on Monday that the interceptor base faces a possible delay. The interceptors intended to be deployed would use two-stage booster rockets while the U.S.-based rockets have three stages. That difference means previous testing is required. Officials speak of at least three tests. MDA hopes to finish the tests before the beginning of 2011 which is a very ambitious aim. Washington had set a 2013 deadline to finish the whole system. Some defense experts expect that Pentagon will miss that date by up to five years.

Another delay looms: Czech opposition has gathered over 100,000 signatures in support of a proposal to hold a national referendum on the placement of the U.S. early-warning radar in the Czech Republic, an opposition spokesperson said on Thursday. Over 60% of the Czech population oppose the radar plans.

Andrew Thompson wrote for the Zurich ISN a commentary titled “Under the Radar”. He provides a great summary of the critical issues and the Czech Republic’s internal debate. Thompson brings up a very interesting point, which I have not read anywhere else:
One such scenario entails the suggested provision of Social-Democratic support for radar in exchange for approval of the EU Treaty of Lisbon by the Euroskeptic Civic Democrats. The political viability and realistic feasibility of such a complex deal and compromise package, however, is far from certain and already faces many questions.
A saying goes that NATO was founded to “Keep the Americans in, Soviets out and Germans down”. So what is this Czech Lisbon-radar deal about? Keeping the EU afloat, letting the Americans in and keeping Iranians / Russians down? However, it remains highly questionable if U.S. Secretary of State Condoleezza Rice who is scheduled to come to Prague on the morning of Tuesday, July 8, will be able to sign a deal on the radar base – a base that is not required to counter a potential future Iranian threat!

Iran and Syria sign missile pact - UPDATED

Some brief cross-posting: UPI wrote yesterday that Iran and Syria signed a missile pact.

Under the agreement, Syria's missile units would come under the new Iranian missile section and their operations would be fully coordinated with Tehran.
Iranian officers are to be attached to Syrian units, while Syrian officers are posted to the Iranian command.
This move is expected to have a major inlfuence on the missile balance in the region. According to military sources quoted by UPI, Iran's control of four hostile missile fronts would virtually neutralize the American and Israeli anti-missile defense systems in the region.

Update: The Jerusalem based open source military intelligence website DEBKAfile.com elaborates on this by quoting military experts according to which the Arrow and the Patriot missile interceptors of the United States and Israel could handle incoming missiles from one or maybe two directions – but not four. A third Arrow battery has repeatedly experienced holdups and its is also highly unlikely that the Iron Dome system will be ready for operational testing against short-range missiles in the next year or two.

Missile Defense potpourri

Today I have a brief overview over various missile defense news around the globe:

A large majority of Czechs oppose the U.S. plans to place parts of its missile defense system in their country, figures ranging from low 50s to 70 percent. Yet a recent poll finds that 67 percent of Czechs would accept the planned U.S. radar base on Czech soil if it became integrated into the NATO defense system.

Moving a bit north: the United States seem to be weary of the lack of progress concerning the interceptor base in Poland and the tough conditions set by the Prime Minister Tusk’s government. The most important conditions is that the United States significantly contribute financially to upgrading the Polish armed forces, especially the air defense. This condition - which according to some estimates could cost at least $10 billion to meet because it would involve equipping Poland with Patriot air-defense missiles - has become the single-most contentious issue in the negotiations. A senior U.S. official said last Wednesday that Washington was prepared to seek a different location for part of its planned antiballistic missile shield if the Polish government could not agree on the terms. This statement was commented by the Polish Foreign Minister RadosÅ‚aw Sikorski who said that the government will not interfere if the U.S. should do so. I wonder what Sikorski had in mind how exactly Poland could interfere. Would Warsaw set up an interceptor base of its own – after rejecting the U.S. base – just as a sign of defiance?

It seems that deals with other partners can be easier negotiated: Washington appears set to offer Israel a forward-based X-band radar that could greatly boost Israeli defenses against enemy ballistic missiles while tying them directly into a growing U.S. missile shield. The system has been described by U.S. officials as capable of tracking an object the size of a baseball from about 2,900 miles away.

It would let Israel's Arrow missile defenses engage a Shahab-3 ballistic missile about halfway through what would be its 11-minute flight to Israel from Iran, or six times sooner than Israel's "Green Pine" radar is currently capable of doing.
The Strategypage elaborates further on the radar’s benefits writing that instead of being able to hit a missile warhead that is only about two minutes from hitting a target in Israel, the X-band radar would allow an incoming missile to be spotted and destroyed farther away and with greater certainty.

While the deployment of the radar would certainly significantly increase Israel’s defense capabilities, one thing is rather farfetched. Congressman Mark Kirk, an Illinois Republican, said that:
This is the best thing to lower tensions between Israel and Iran" because Iran presumably would be less likely to attack under such circumstances.
